Independent Directorate of Local Governance IDLG is an independent branch of the local structures, established through Presidential Decree No. 1047 of 30 August 2007, has the mandate to leading and coordinating Afghanistan’s new sub-national governance, providing support to provincial administrations, building provincial and district capacity, enforcing laws and regulations, improving service delivery by enhancing the accountability and transparency of the local governments in local levels through strong and capable sub national government administrations in 34 provinces, 374 formal and informal districts and 153 municipalities.


IDLGs vision is to make a difference in the lives of Afghan citizens by providing them good governance.


IDLGs mission is consolidating peace and stability, achieving development and equitable economic growth and achieving improvements in service delivery through just, democratic processes and institutions of good governance at the sub‐national level.

Deputy Governor and District Chief Recruitment

Based on Decree No. 2113 dated 26/12/1388, the President of the Islamic Republic of Afghanistan, the deputy governor and district governor, is recruited through the fair, transparent, merit-based appointment procedures, with consideration for gender equality

To date, more than 80% of local administration recruitment has been completed through the new pay and grading (P&G) reform. Its worth to mention that, 32 of the deputy governors and about 233 district governors, are recruited and assigned to their duties through the new Pay and Grading System.

Afghanistan Local Administration Policy

Based on Article 137 of the Constitution of Afghanistan and in accordance with Decree No. 1047 dated 22nd of April 2008 of the Islamic Republic of Afghanistan and in cooperation with 25 ministries and IDLG, Local Administration Policy was formulated, developed, and delivered.


The local government entities within the province, district and village should be accountable to the people living in those areas. The creation of government departments at different levels are an important partner in terms of public service delivery to the people. The elected local councils that represent the people’s demands are considered as the most important and first in the GIRoA hierarchy after the people. Local government bodies are accountable to the people through these local councils.

IDLGs Mandate:

Improving sub‐national governance in order to achieve stability, security, and development

Providing good governance at the sub‐national level

Establishing and strengthening government institutions at the sub‐national level

Ensuring public participation in decision making

IDLG has four functions, as follows:

Policy Development: Development of sub‐national governance policy and revision of laws, regulations, and rules of procedure in line with this policy

Institutional Development: Provision of organizational strengthening, capacity building, and support to sub‐national governance institutions

Broader Governance: Support for the participation of stakeholders and citizens in sub-national governance processes

Support: Facilitating the delivery of national programs and initiatives through sub-national governance institutions

IDLG Structure

There are 6821 positions in the IDLG structure among them 495 Kabul based and remaining 6326 positions are for provincial and local administration. Totally 5866 positions are filled and on board.

Organizational Setup of IDLG

IDLG is comprised of 17 central and 121 provincial departments.

According to the district administrative divisions, Afghanistan has (364) formal and (11) informal districts.

Apart from Kabul municipality, Afghanistan has (156) provincial and local municipalities.
